Launching browser with profile created in Ja 6.1b causes 6.0 Activation splash to appear

Tested on 06-27-06-0.9.2 using WinMe-Ja.
Steps:
1) Create a profile in Ja 6.1b build (Ja 06-07-13-0.9.1).
2) Launch the U.S. browser using the profile creating in Ja build. The 6.0
Activation splash appears, and nothing further happens until the splash is closed.
Bugscape 5802 was originally opened for this problem, but will be closed since
this is a core bug. Please refer to 5802 for additional background info.
Resolving this as Worksforme. I'm not sure, but the fix for bug 86807 may have
had something to do with resolving this one.

Verified in US Win 07-25 branch on WinMe-Ja using profile created in JA Win
07-24 branch.

See also Bugscape 7060, which has also been resolved. I'm not sure why opening
an old JA profile in the US build would have caused an Activation splash to
appear (because there was no Activation in the JA build?), but JA profiles no
longer cause an Activation splash to appear at all in US builds.
