We're creating products like Firefox-21.0b5-EUballot, but we never serve those. We just want the repacks.

Need to change the check around the euballot factory + scheduler https://github.com/mozilla/build-buildbotcustom/blob/master/process/release.py#L1565, https://github.com/mozilla/build-buildbotcustom/blob/master/process/release.py#L1657
Might be able to key this off of the partnerUploadDir variable being added in bug 882032, or we could add a new explicit one. I don't think I'm terribly picky about which...
