Part of feature detection was to eliminate the platform choice (ffos, android phone, tablet, desktop) and to only present the features that are detected in app and ask if they are necessary.  So if the app doesn't use contacts, there is no need to present with the checkbox as to whether that feature is needed.
Just to give some guidance to this bug, the UX team will be working on improving the design of the submission flow again for Q3, specifically to address this issue as well as some issues for payments and regions info.

This sounds like a dupe of bug 875005 and bug 845112. Almost everything will change in the next two weeks.
Will these changes in the next two weeks align closer to the prototype I did for this work initially from what we've already seen on the test server and screenshots in the bugs? There are a handful of things in the submission flow that we need to revisit, including the design we did initially for the feature detection stuff, but if we're going to end up closer to the initial prototype in two weeks, the scope of that work is significantly smaller.
The initial version focuses on the features detected by the validator. This is framing the buchets as minimum requirements, which is what they are.
