Details

User Agent: Mozilla/5.0 (X11; Linux i686; rv:21.0) Gecko/20100101 Firefox/21.0 (Beta/Release)
Build ID: 2013051000

Steps to reproduce:

Firefox 21 (latest via update on release channel), Windows 7 x64

1. I've set up Firefox Sync, installed Xmarks
2. Turned on bookmarks sync on both
3. Restarted FF

Actual results:

After some time (20 sec - 1 min), FF hanged and ate 25% CPU on my computer both on Windows 7 and OpenSUSE 12.3

(I've found workaround - to turn off Xmarks, but there's some inconsistency in FF Sync, I think)

Expected results:

No hang. No thousands of same bookmarks.

It's possible that XMarks is not compatible with Firefox sync but it's up to them to either provide a bug report here or fix their addon.
Only they have the knowledge what they are doing in their addon and what's not working as expected.
