It needs to be clear what the core bundle of tags that we'll ship as releases contains.

This can tie into the registry somehow, sure, but there needs to be a quick way for users to see what they'll get when they hit the download button.
x-tag is not a tag bundle, it's a library on top of the components standard (possibly shimmed). Wontfixing this, we'll deliver our tag bundle elsewhere.
