Details

If we do a partial body fetch leaving some un-fetched body, the user may be able to see some of the body via the snippet, but the body filter will never find the message.  This is because we only set bodyRep.content when bodyRep.isDownloaded.

Arguably, if you can see it, you should be able to search it.
