This has been implemented in the webmaker-events#event_guides branch:

There are a few remaining issues, for which I'll open new tickets:
  * there's a white gap under party-banner
  * map-canvas needs to take 100% of the remainder of the page (with no scrolling)

A minor change in webmaker.org is required for this to work: https://github.com/mozilla/webmaker.org/pull/137 , basically adding a footer block in layout.html to be overrided in events/map.html .
