882931 - Create a DMCA take down tool

Description

The Man requires us to comply with DMCA take down requests rapidly.  In order to accommodate that, we'd like to create a simple admin tool.  See the attached mockup.

Notes:
- these should be .delete()'d
- Create a new permission (themes:DMCA ?) for this, and add it to the staff group
- This should *only* affect themes.  If an add-on ID, for example, is in the list it should be skipped (with some output about it on the final page)
- Amy will supply the text of the email, including subject, and From address in a subsequent comment. :)

I hesitate to mark this as a [good first bug] because it's not a quick fix, but it is a nicely separate part of the site which would avoid conflicts, and it's limited to a pretty small number of files changed.  Consider this if you want to go start->finish on a project in a couple hours and already have zamboni set up. :)
