Details

As explained in bug 819127, mobile browsers usually show all web sites in a zoomed-out way so that "desktop" websites fit on the screen somewhat better. This only changes with viewport meta tags.

Responsive Mode also should support showing pages in this zoomed-out view to better emulate what users on mobile devices are actually seeing.
