I previously submitted this as Bug 88316 but I neglected to say what Mozilla
build I was using. I am using Build ID: 2001060511.
When viewing a page with frames, the arrow keys will lose their functionality if
a frame refreshes while typing in a textbox. To correct, you have to click the
mouse somewhere on the page (change input focus, I assume) and then click back
in the textbox. You can, however, still type text and use backspace to delete
even if the arrow keys do not function.
How to reproduce:
1) Go to http://twickenham.dhs.org/webchat
2) For login, type "mozilla" without quotes
3) For password, type "mozilla" without quotes
4) Click on "Enter the Chat Room" button
5) Type something into the text box below
6) Wait for the page above to refresh, and then try to use your arrow keys

I just downloaded the Talkback-enabled version of 0.9.1 for Win32 (2001060703)
and can reproduce the problem on Windows 98.

The window loses focus when it gets reloaded automatically instead of manually

But once the top frame automatically refreshes, you cannot use the arrow keys
anywhere in the textbox you're still in. The cursor still blinks in the textbox
in the bottom frame - and you can still type text and use the backspace key.

Platform: PC
OS: Windows 98
Mozilla Build: 2001070904
Try using 0.9.2 or one of the latest nightlies with a new profile that should
fix your problem.
