Using build id 2001062815 on the branch, the toolbar background is broken around
the navigation buttons, url bar, and the print button.

I can see this as well as 2001062818 Linux branch, and it looks dreadful.
My personal conspiracy theory is that something funny happened with the
checkin for bug 73064, because it appears that the toolbar background-color
is appearing instead of the gradient image I have come to know and love.

cc'ing blake because the conspiracy theory is gaining credibility.
I tried backing out the patch for bug 73064, and the problem went away.
Apparently moving .toolbar-primary from global/toolbar.css to
communicator/toolbar.css has affected the layering of elements?

Silly me for not seeing this earlier. You can't put a -moz-binding in a scoped
stylesheet, which global/toolbar.css is. It didn't load that binding at all,
thus the missing images.
