883910 - "Request More Info" and "Flag" buttons are not displayed for un-reviewed themes with new design uploaded

Steps to reproduce:
1. Load Submit a new Theme page https://addons-dev.allizom.org/en-US/developers/theme/submit 
2. Complete all the mandatory fields and submit a new theme.
3. Go to Edit Listing page and Upload New Design for the theme.
4. Go to Theme Review Queue list https://marketplace-dev.allizom.org/reviewers/themes/queue/list/
5. Click on the submitted theme.

Expected results:
All the review buttons are displayed.

Actual results:
"Request More Info" and "Flag" buttons are missing.

Notes/Issues:
Verified on FF24 (Win 7).

Currently, we are not allowing flagging of re-reviewing themes. Currently, since only admins can access the re-review theme queue, they would just be flagging themes for themselves to look at. But I added the Request More Info button.
