Reproducible: Always
Steps to Reproduce:
1. Load the testcase
2. Scroll te page to the bottom.
3. Click the drop-down list.
4. The drop-down list (drop-*up*, literally) appeared.
5. Hover to the second item of the list.

Actual Results:  The drop-down list has the top border missing.  The content
seems to leak out.

Expected Results:  The top border is drawn to bound the list properly (visually).

(and do you mean that it "drops-up" when the browser is close to the bottom 
of the desktop (or is maximized)? And, you're referring to the border of the
popup (or 'drop-down') not being distinctly drawn, right?)
