steps to reproduce:
1. Search for "pricepoint0" app on marketplace-dev on your firefoxos phone
2. Click the purchase button
3. Sign in using identity
4. Enter PIN
expected behavior:
For pricetier0, we circumvent the bango screen and prompt the user to install
observed behavior:
After entering the PIN, we load a blank screen. I see a lot of GET requests to /mozpay/trans_start_url

At price tier 0 we shouldn't be entering the flow at all, we should just be calling the receipt install and moving on. I don't know the front end has enough to figure that out. cc'ing in @cvan.
