"Mexico City" is shown in English even if the language is set to Spanish

STEPS TO REPRODUCE
0 (precondition - language set to Spanish, 
1 - go to "Settings" --> "Date and time"
2 - select "America" as Region
3 - look for "Mexico City"

CURRENT BEHAVIOUR
"Mexico City" is not translated to Spanish

EXPECTED BEHAVIOUR
"Mexico City" should appear as "Ciudad de Mexico" when the language is set to Spanish.


This bug has been reported by the carrier during IOT

This is a certification blocker. We are going to launch in Mexico, so this should be properly translated. 

Suggested translation is "Ciudad de México"

Patch for master

r- for master and v1-train. I don't think we should ship this to all users of Firefox OS.

The build for Mexico might differ in this aspect.

Not blocking on this since our recommendation (along with l10n) is to take this fix in the OEM branch, which is not controlled by Mozilla.
