3. Tester's Action : Usage->FTE->Wi-Fi Toggle ON->Change the another SIM and pass the FTE->Check the Wi-Fi Toggle 
4. Detailed Symptom (ENG.) :Wi-Fi Toggle state for New SIM card first time should be OFF instead of maintaining the previous SIM card state.

Fix verified on Leo 1.1 commercial RIL.  After switching SIMs, the Usage app shows the FTU dialog instead of using the previous SIM's settings.
