From Bugzilla Helper:
User-Agent: Mozilla/5.0 (X11; U; Linux i686; en-US; rv:0.9.2) Gecko/20010628
BuildID: 2001062823

When you are typing a mail address that's found in the autocomplete bar, if you
accept the match with <enter>, then a new "to" recipient appears. The only
workaround for this are:
1)Choose the recipient with the mouse. If the user is typing he/she isn't
supposed to use the mouse then
2) Press the <- or -> arrow keys. That's "decent" but this can be improved that
when you accept the match with the <enter> key then if wont create a new "to"
recipient

Reproducible: Always
Steps to Reproduce:
1.Type an email address
2.Accept the match with <enter>

Actual Results: A new "to" recipient is created

Expected Results: The same behavior that appears when you click on the wanted
recipient instead of enter. Or, even better, by default mails go to one person
right? Then make the cursor "tab" into the subject

I don't know how long this has been true, but typing <tab> with an autocomplete
entry highlighted selects and enters that entry, then moves the cursor directly
to the Subject.

free to reopen the bug and explain what should be different.
