This is a regression, it used to work sometime ago.
When you open the notifications panel, the notifications should be set as read and the numeric indicator should disappear.
Instead the notifications aren't set as read and the numeric indicator disappears but, after a bit, reappears.

Are you saying this is a Firefox regression or a Facebook regression? Please clarify your statement and provide more detailed steps to reproduce.

I don't know, it's likely due to Facebook, but I'm not sure.
Old and correct behaviour:
1) Receive a notification
2) A numeric indicator appears over the icon associated with the notification panel
3) Open the notification panel
4) The numeric indicator disappears
New behaviour:
1) Receive a notification
2) A numeric indicator appears over the icon associated with the notification panel
3) Open the notification panel
4) The numeric indicator disappears
5) After some seconds, nearly a minute, the numeric indicator reappears.
It should be pretty straightforward to test if this is a Firefox regression. SocialAPI landed in Firefox 17 so please test any Firefox version back to there. If it reproduce back to Firefox 17 it's either a bug on Facebook's end or a bug with the initial implementation.

SocialAPI was removed from Firefox 57 and is no longer available in any current release.
