1. Open a chat panel.
2. Open the devtools window.

You can even interact with the border, for example, drag it up and down to resize it.

This is similar to bug 821687 because the chat pannels by FB Messenger are not tab specific.

disregard by earlier comment as it is expected that chat widget overlap toolbox

Apparently, deleting "-moz-appearance:none" or "position:relative" from .devtools-horizontal-splitter in browser/themes/linux/devtools/common.css (https://mxr.mozilla.org/mozilla-central/source/browser/themes/linux/devtools/common.css#216) move the splitter back under the box (but then we don't have the style we're looking for).

Sounds like a platform bug.
