See the screenshot. STR: 1. Open a chat panel. 2. Open the devtools window. You can even interact with the border, for example, drag it up and down to resize it.
This is similar to bug 821687 because the chat pannels by FB Messenger are not tab specific.

Apparently, deleting "-moz-appearance:none" or "position:relative" from .devtools-horizontal-splitter in browser/themes/linux/devtools/common.css (https://mxr.mozilla.org/mozilla-central/source/browser/themes/linux/devtools/common.css#216) move the splitter back under the box (but then we don't have the style we're looking for). Sounds like a platform bug.
