Steps to reproduce:
In the "Filter Rules" window (Tools/Message Filters...), clicked: "New"; in "Filter name:" field entered "test".
In first column selected "To"; in middle column selected "is"; in third column entered my email address.
Under "Perform these actions:", in first column selected "Move message to"; in second column selected (existing) folder "Test".
Clicked "OK".
Actual results:
Clicked "Run Now" and rule moved all messages containing my email address, and in addition, all messages addressed to me and other recipients (ie. multi-recipient messages).
Expected results:
Expected the filter to move only messages addresses to me and not to include messages addressed to me and other recipients. Seems to be behaving as if I'd selected "contains" and not "is" in the selection criteria.

I'm trying to filter messages where I am the sole recipient, as opposed to those addressed to multiple recipients, such as: myself; john.doe; john.smith; fred.bloggs; etc.

Can you provide a testcase.eml message without private data?
If you use Ctrl+U to verify msg source, where are the other recipients?
- together with your address in the to-field, like this:
> To: myself@asdf.de, john.doe@asdf.de, john.smith@asdf.de
- or distributed elsewhere, like this:
> To: myself@asdf.de
> CC: john.doe@asdf.de, john.smith@asdf.de

There might be an ambiguity about the intended meaning of these filters:
To IS myself@asdf.de = ?
a) one of the to-recipients IS myself@asdf.de (i.e. there might be other to-recipients)
b) the whole set of to-recipients (i.e. the physical To-header in mail source) IS myself@asdf.de (i.e. I'm the only to-recipient and there are no other to-recipients)
I don't have time to test, but it's possible that TB does a), which would explain the behaviour seen in this report, might even be by design.

Reference comment 2, below is the header of one of the messages. I've replaced identifying information with 'xxxxx' I'm trying to filter messages addressed only to me (in the header below bob@xxxxx.co.uk) but the filter treats this message as a match (as in "contains" rather than "is").

I would like to confirm that this behavior is still as describe in current version of TB. I have the same use case - wanted to tag messages that are addressed only to me. Put my address as "is" on "to", and "does not contain @" for cc, but I had messages with multiple recipients in "to" get tagged.
If we have "contains" and "is", one would expect them to behave differently. Why do they have the exact same behavior though?

IIRC there are subtle differences on whether the email address contains the given term inside the address vs if it's exactly as written.
