886538 - Develop/Document R3 Workflow

R3 will launch on Aug 1, however we know we will need to push promos and probably other fixes prior to then.

This bug covers documenting how we accomplish this on flicks. I expect we would might use branches, waffle, some combo.

Also im noodling with how to represent this on the kanban board.. specifically with regards to the QA column.

We've determined that we're going to use waffle to hide the new features and flip the switch when it's time for R3.

We'll be using the flag `r3` for hiding R3 elements. Note that improvements that don't have to wait until the R3 switchover to be displayed don't need to be behind a flag, only things like enabling voting and disabling submission need to be behind the flag.

To create the flag on your local instance, go to "Flags" under the "Waffle" box in the admin face and click "Add". Name the flag `r3`. To make the flag return true, set "Everyone" to "Yes". Set it to "No" to make it return false. Set it to "Unknown" only if you're testing with one of the other features of flags, such as enabling it only for superusers.
