Implement the topic and subtopic tree in the advanced search for KB and Questions (same as in Edit Article).

The problem here is that Questions use old topics (topics.Topic) and the wiki uses new topics (products.Topic). The search form has only one topic field that is shared for both.

Given that we will need to move Questions to new topics, we should wait to do that first and then fix this. I'll file a bug for that and make it block this one.

I'm not sure how much can be reused from the widget we created for the Edit Documents form. We'll probably need to update a bunch of tests.

Given the search form and it's complexity, I'm making this 3pts to block out enough time.
