jlongster was very cunning, he uploaded WebFighter: https://marketplace.firefox.com/app/webfighter?src=search It got reviewed and placed into a STATUS_PUBLIC_WAITING state. Then he switched it to paid, but this didn't trigger a re-review. And he then made it public. Does the code that does the re-review check the state?

I don't see a problem with this. It actually did get flagged for re-review: http://cl.ly/image/0h2g2Z0o3y3Y. And re-reviews typically don't make an app non-public so there's no reason why we'd block the app from going from PUBLIC_WAITING to PUBLIC.
