1. Start in app Stage
2. Change the pricepoint to 1,5 or 7.
3. Select pay. 
4. Notice the error message. 


expected behavior:

The user is able to continue with payment.

observed behavior:

The user receives the message "pricepoint unavailable for this region or carrier"

Results on our logs for purchases of tiers 1, 5 and 7 between 15:17 and 23:02 UK time.

Tier 1 - 5 attempts 5 successes
Tier 5 - 4 attempts 4 successes
Tier 7 - 3 attempts 3 successes

Steve - Yes I can confirm that I can bill MP apps and also I am now able to buy tiers 1, 5 and 7 on in-app. I made the purchases between 16:13 and 16:19 Durango time. This works for both 3G and WiFi.
