887562 - Update Dev Derby landing page for July 2013

These are very similar to the changes we made in bug 876020.

The July trophy should be in the middle of the row of trophies (where the June trophy is now) and the two previous trophies should appear on either side. The July long contest description should be shown in the Current tab. The description is TBD (I will add it here on Friday), but it will look very similar to the June copy.

Somewhere on the page, there should be an eye-catching callout explaining that the Dev Derby will be on hiatus soon. The wording here is also TBD, but you can expect that it will be about one sentence long and will contain one link.
