I see this change already completed in puppet. Is there something webops needs to do here or is this in the wrong queue?

What's tricky is -- it doesn't appear that any of the production .ini files are actually managed by Puppet on the machines. They're in the files/ dir, but then the manifests don't reference them.

Any idea about the history behind this? I see that a base.pp was created, but I don't see how it is included (could just be that I fail to understand modern Puppet behavior...).
