This enhancement is logged based on the discussion from bug 887228. We should disable the volume controls for 0.25x rate because the volume can be adjusted or muted/unmuted wihout any effect. Or, at least, the user should be announced that the audio won't work at this rate.
OS: Windows 8 → All
Hardware: x86_64 → All
I just wanted to note that it is not a bug that the `muted` attribute does not report `true`, here.
Severity: normal → S3
