Prerequisites:
Mozilla/5.0 (Windows NT 6.1; WOW64; rv:24.0) Gecko/20130624 Firefox/24.0

Steps to reproduce:
1.Go to dev hub and submit a new app
2.Go to view listing page for the newly submitted app

Expected results:
View listing page is correctly displayed

Actual results:
"Oh no!.." message is displayed

When I look at the API URL that's being hit, I get:

{"reason": "Not available in your region."}

Victor: are you sure your app is listed as being available in the US region?

- Developer is in US region
- App isn't available in US

The API should not throw a 451 error when the user is an author of the app, even if it is not available in the user's current region.
