There was a bad checkin to 
http://lxr.mozilla.org/mozilla/source/modules/plugin/test/makefile.win

The first line has a leading '|' character.  This prevents the build working 
(hence the "severity" setting).

Assiging to waterson - it appears there was an accidental checkin he made when 
landing STATIC_BUILD_20010612_BRANCH.  The log for this single bad checking is 
revision 1.13 of http://bonsai.mozilla.org/cvslog.cgi?
file=mozilla/modules/plugin/test/makefile.win
