Since our default look for toolbar buttons on the navigation bar/main toolbar is icon and text beside it, it is very easy to place too many buttons on the toolbar. Doing so currently just cuts off any other buttons, rendering them useless. Instead we should use an overflow button with a dropdown panel to allow user interaction. Mockup and issue coming shortly...

It might be useful to add this to the <toolbar>'s XBL itself, rather than just doing it for the one toolbar. Firefox could probably use it here and there, and add-on devs would probably like it too.

I may make this more globally aware on TB, but the need is much lower. I'll just have to see how much extra work it would take.
