For any given app, the developer can change a) The pricetier of the app which affects the list of regions supported b) Change it from free <-> paid We need a user message to tell the developers in either case that list of supported regions need to be reviewed before they save the changes. I thought we had a user message for a) but I don't see it anymore. We need that to be extended for b) as well

QA notes: * You should see a message when changing the price select on Compatibility and payments when the available regions is different to what you started with. If you go to a setting that has the same regions available the message will not be present. * This also changes the disabled regions so it would be good to try submitting regions that shouldn't be enabled (To do this you'll need to enable the checkbox via firebug/developer tools in the browser).
