88803 - Location/history bar expands when "popup" arrow clicked

Using build 2001070108 on Windows 2000, when I click the "down arrow" icon
to view the URL history in the location bar, the location bar expands in 
size to roughly 10 times its normal height, rather than popping up as usual.
It can't be scrolled down or typed in, and only the current URL is
visible.  This happens consistently.

My explanation is poor; a screen capture is visible at:

Same on 2001-07-02 OS/2 VACPP build.
You need to restart mozilla to return it to normal size.

New windows opened (with CTRL-N) have the correct size.
Autocomplete popup (popdown?) has the correct size too.
