Steps to reproduce:

Updated my firefox on the beta channel to Firefox 23 Beta 1.


Actual results:

The click to play functionality stopped working. (It is still turned on in the config.) All plugins now load automatically as if the click to play is turned off.


Expected results:

The click to play functionality to work as usual blocking the loading of plugins.
Could you test C2P feature in FF23 with a clean profile, please.

It seems that the plugins.click_to_play no longer trigers the feature - it should be manually set for every plugin through the addons manager. Is there a way to make it work like before - by default all plugins to be in click to play mode for all sites.
