In Contributors and Localization dashboards, the overall helpful vote graph takes into account any articles matching the selected product weighted by their visits. For products with low visits such as Firefox OS and Firefox for Android, the overall helpful vote almost matches the helpful vote of navigation articles (Mozilla News and Suggestion Box account for 70% of visits for Firefox OS, Mozilla News, Get Community Support and Suggestion Box account for 15% of visits for Firefox for Android) which doesn't inform at all of the helpfulness of product's articles. Articles common to several products such as Sync articles still bias the overall vote but we can deal with that. Restrict this graph to How-to and Troubleshooting articles and change the title to reflect that, e.g. Helpful Votes for How-to and Troubleshooting articles.
