I am using Fedora 29 on Mozilla/5.0 (X11; Fedora; Linux x86_64; rv:65.0) Gecko/20100101 Firefox/65.0 and I can confirm this. It is also related to bug 1450036.
I'm using KDE and for the most part, notifications work OK (appear in the bottom right corner). But under some conditions (I think when a big burst of multiple notifications happen), something breaks and they start appearing in the top right, also losing native KDE theming and looking like some stock GTK elements.
I'm not sure if it's a Firefox or KDE bug (I also have Plasma Integration add-on installed). Can anyone look at this please? I can open a KDE bug if needed.

Just wanted to add that it hasn't been happening anymore for a while. Wayland mode in Firefox, KDE Wayland session (Plasma 5.27.5).
