888956 - After flashing with master Unagi has no mobile network

STR:

1. flash a Unagi with the latest master build
2. go through the Ftu steps
3. Check that the Phone has a mobile connections and can make phone calls

Expected:
3. All looks and works normal

Actual:
3. The phone has no mobile connection and no phone calls can be made

Also the signal bar is grey indicating no signal.
When we try to make a phone call a message is displayed saying that we should disable air plane mode.

(Enabling and disabling air plane mode doesn’t fix the issue)

After a `adb reboot` all comes back to normal and the mobile connection is available 

This works fine when if we use a v1-train build
