The preference panel has a checkbox that says "Enable Firefox Health Report" But what the checkbox is controls is actually the uploading of that data to Mozilla. It does not control whether or not Firefox Health Report is enabled. The checkbox should say something like: "Send my Firefox Health Reports to Mozilla" It should be obvious to the user that they can keep health report enabled without sending data to Mozilla.

Does that checkbox only control the sending, or also the local collection of FHR data? The description right underneath the box states: »Helps you understand your browser performance and shares data with Mozilla about your browser health« That sounds to me like it would also disable local data collection.

If you go to about:healthreport, you'll see a Data Sharing option in the upper right. This controls the same preference as the checkbox. When you click on it, it says: "You've chosen to stop sharing data with Mozilla, but you'll still be able to see how your browser is performing. Your Health Report data will also be removed from Mozilla's servers. Learn more in our privacy policy." In the preferences we say it controls everything, but it doesn't, it only controls sending. And there's a clear disconnect between what it says in about:healthreport (Disable sending) and what it says in preferences.

We changed the behavior to always collect the base set of data (FHR data) locally and have sending controlled by that check-box.
