Steps to reproduce:
1. Go to marketplace.firefox.com
2. Install AccuWeather 

Expected Results: 
- No system notification on web application install

Actual Results:
- System notification should appear on web application install
I can reproduce this on 24 Beta 8 with Wikipedia app
We no longer display a system notification on app installation now that Synthetic APKs are enabled.
