Reproduce on: 07-02 branch build, N6.1PR1
Not reproduce on: N6.01
Steps to reproduce:
1. Launch browser and open a text (.txt) file.
2. File | Edit Page to open the page in Composer.
3. File | Save As Charset
Result:
Notice there is no any item under "Charset Set" section.
