My assumption is that this is for the character encoding menu item that Fennec exposes for some locales where people have become accustomed to having to twiddle that bit to make the web work. It would therefore be Browser specific.

isn't this a dup of bug 833152? I think we should have this OS wide because of e.me as well as other apps...
BTW, Japanese is one of the languages that sometimes you have to switch encoding in order to be able to read the websites. ie shift JIS / EUC support. See the bottom of this website for links to example pages: http://rut.org/cgi-bin/j-e/gateway?SASE=/cgi-bin/j-e/dict#does
