Confirmed with 2013-10-16-03-02-02-mozilla-central-firefox-27.0a1.en-US.linux-x86_64 on Debian GNU/Linux jessie/sid with a Shiki GTK theme.  The menu bar must be disabled.

icons shift up when overflow happens, shift down when all normal tabs are closed:

firefox-4.0b8pre.2010-11-01-03.en-US.linux-x86_64 didn't have disabling of Menu bar yet.

I couldn't reproduce the bug on the UX branch (2013-10-08-04-02-04-ux-firefox-27.0a1.en-US.linux-x86_64), since it has no Firefox button.
