"What to sync" should be merged with native sync settings UI

Go to settings > Firefox Sync *or* settings > Sync > Firefox Sync (may be different for earlier Android versions, those are for 4.1 and 4.2 Jelly Bean, and 4.0 ICS respectively.)
Normally in Android the entry under the "Accounts" heading is how you get to the data to be synced (in Firefox's case, bookmarks, history, etc). However, Firefox has a separate "what to sync" option. These should be merged.
I'm running Nightly built on 7/9/13.

strugee: this is a reasonable expectation. We're discussing doing this right now; I'm going to loop in our Android UX guru and we'll see where this leads us.

For Firefox Accounts we've rolled all management into a single activity; Android's preferences here aren't enough to do what we need to do, so that's the best compromise. Feel free to check it out on Nightly!
