891851 - Add ability to change product/topic of question after submission

User story: As a moderator I need to correct wrong categorizations to increase a questions chance of getting an answer.

Please add a permission for this so it can be assigned to groups.

Suggestion for implementation: Add edit button to "Question Details". Clicking "edit" turns the product and topic headers into drop downs. I added a mockup to show what I mean.

This shouldn't be in the sprint without having points assigned. I'd estimate this at about 2 point because it requires some JS work for the UI and some server side code to handle modifying those fields.

Thanks Mike, this is the bug we talked about in the last sprint planning meeting. Ricky had estimated it at 2 points, but needed more info to be sure. I added the user story and the mockup.

Rehan, thanks for implementing this. My fault for not adding  the verifyme flag, but can you explain why you went with showing the dropdowns (and the save button) by default instead of only showing them when the user clicks on "edit"? With the dropdowns we are truncating almost all topics so that they are not readable anymore. Wanted to check with you before I file a follow-up bug.
