NEW_H is used to check whether to use <new> or <new.h>. It makes things more difficult for bug 850576. But it also turns out it's useless. All the compilers we support support <new>, and even better, we do have plain #include <new> throughout the tree. So all in all, it's useless to detect whether we want to use <new.h>, since we're still using <new> anyways.
