We'd like to put a PyOpenSSL RPM on zamboni (celery nodes) to fix app validator bug 875142

Version 0.13 is the latest:
https://pypi.python.org/pypi/pyOpenSSL

We probably already have an RPM built from bug 830496

Done on dev and stage.
Are we ready to add this to prod now?
bug 875142 is on hold because PyOpenSSL introduced some unknown problems in talking to the persona verifier. Until that is resolved, we don't have an immediate need for the new lib.
