Some technical requirements notes:

• This plugin will pause the video and overlay a div onto the video that contains a series of pictures, displayed one at a time, that contain clickable regions that allow advancement to the next picture in a series.

• The concept is to allow a user to present a scenario where we ask a user to click some buttons on a device to demonstrate their knowledge on a topic they have just learned about

• There should be support for multiple clickable regions per question.

• Clickable regions should be able to be set as correct or incorrect. If the region is clicked and is incorrect a frame with an incorrect message should be displayed and then an ok button will take them back to the question they were on. If it is a correct region it should be allowed to be set to which question you skip ahead to. This would allow for a ‘choose your own adventure’ style of quiz or a mini game or a standard quiz style set of questions.

• The plugin should have support for displaying feedback to the user by passing an error message to the error frame for incorrect clicks and when a correct region is clicked the plugin should advance to a frame

• The plugin should have an editor in popcorn maker that facilitates easy creation of a hotspot quiz that can be timed by dropping a hotspot quiz event on the timeline

• This plugin should be supported in IE8

This sounds like it is also an iteration of the pause plugin.  Am I right?

Yes, the video will need to stop running while waiting for the correct spots to be hit.
