The data spec http://www.ietf.org/rfc/rfc2397 says that we need to unescape %XX, but we don't.

http://mxr.mozilla.org/mozilla-central/source/mobile/android/base/gfx/BitmapUtils.java#195 also hardcodes the use of base64, which it shouldn't.
