Seen on bugzilla.mozilla.org (Bugzilla 4.2.6+).

After saving changes to a bug (e.g. CCing myself), the form at the bottom of the bug page for adding tags to bugs doesn't contain anymore the bug number, so the user has to manually add it.

Submitting without bug number shows a success message without bug number.
This has always been the case since this feature has been implemented. This bug is wontfix as the form at the bottom of the page is gone since Bugzilla 4.4.
