Steps to reproduce:
I think a preference that sets the default composition format (i.e. the option under the Options -> Format submenu in the Compose window) should be added, so users that don't want SeaMonkey to autodetect the format wouldn't have to switch it to "Plain Text Only", "Rich Text (HTML) Only" or "Plain and Rich (HTML) Text" every time they write a letter.

Try this:
Edit-> Mail & Newsgroups Account settings
Select an account
Composition & Addressing
Composition ->
[ ] Compose messages in HTML format.
Also, see Edit > Preferences > Mail & News > Send Format to set the default.
It still may send the message as plain-text only if it contains "insufficient" formatting for auto-detect to trigger the HTML part (bug 136502).

It's unclear what feature additional to Comment 1 user wants. No response, so I close this one for now.
@Reporter: Please feel free to reopen this Bug if you still can reproduce the problem with a current SeaMonkey version and a current OS and if you can contribute a step by step instruction due to <https://developer.mozilla.org/en-US/docs/Mozilla/QA/Bug_writing_guidelines> (containing every key press and every mouse click) how to reproduce the problem reliably.
