Description:
SIM PIN lock message on status bar is not localized

Repro Steps:
1) Updated to Leo Build ID: 20130715070204
2) Enable SIM PIN and restart the phone.
3) When user is prompted to enter the SIM PIN, pull the status bar down. 

Actual:
Message letting the user know that the SIM is locked is in English.

Expected:
Error messages should be language user has set to the device.

I can't really reproduce this. When I pull down the status bar, I get regular screen, nothing about SIM PIN.

The bug is seems valid, to reproduce it, LOCK THE SIM CARD, 
1) Open "Settings" from the home screen
2) Navigate to "SIM security"
3) Toggle SIM PIN "ON"
4) Create a "SIM PIN" code
5) Restart the device
6) Enter incorrect SIM 3 times to see the "PUK" code message 
7) Tap the "X" to close the Security SIM page and enter to the main screen
8) Open the "notification bar"
9) Observe the "Locked SIM card" message isn't localized

The bug is fixed, the locked SIM card message is localized, but I opened another bug about a truncation issue
